Curation in University mission!

The new Strategic Plan for the University of Edinburgh declares:
"The mission of our University is the creation, dissemination and curation of knowledge."

    Does "knowledge" in this case encompass teaching and learning materials? If so, are there policies or guidelines being formulated at any level within the institution to manage their creation, dissemination and curation?
